I found a very simple (and free!) program entitled Unicode Rewriterthat can batch convert MP3s' ID3 tags to Unicode. It also has the option of 'reverse unicode.' ITunes on the other hand behaves properly, and sticks to Unicode.

Basically, I want to have all my music uniformly organized. The option to 'convert id3 tags' in itunes scares me because I don't know what it would really do. This is sometimes useful because, ID3v1 or v2 don't really supports multi-byte encoding such as GBK or Big5.

It converts both ID3v1 tags and ID3v2 tags to Unicode-encoded ID3v2 (v2.3 or v2.4). Unicode Rewrite is a Java tool to convert ID3 tags in MP3 files from whatever machine encoding you have (GB2312/GBK for Chinese, etc) to Unicode. In additional, TagExplorer can read compressed frames. It can read and write text encoded as ANSI, UTF-16, UTF-16BE and UTF-8. TagExplorer has full support Unicode characters for the ID3v2 tags. This application is a huge time saver, since the other option is to retype the information manually - if you have it to begin with.
