Totally agree about Voting System, regarding "Black List" is the best idea, to have a Black List of Steam ID, 20 slots for example, when you add a member, the list is 1/20.
I can see a lot of low levels screwing up due to lack of experience and getting tarred with a negative rating :( Player rating isn't really necessary if blacklisting is implemented and I think might impinge on the experience of people who are just bad at the game. I'd love to see a blacklist, apparently you can manually do this with IP blockers and a little work outside the game (you monitor the IPs that connect to you and then add any problem IPs to a blocker program afterwards) but an in-game function that allowed you to block players by their steam nick would be excellent.
